Waymo is preparing to bring its self-driving vehicles to Toronto after receiving approval to take part in Ontario’s automated-vehicle pilot program. The approval is a first step toward testing, not the launch of a paid robotaxi service. According to TechCrunch’s report, the company plans to proceed in stages.
First, employees will manually drive vehicles through Toronto to build detailed maps of the local road network. Then Waymo expects to test its autonomous systems on public roads with a human safety operator aboard. Only after those stages could the company remove the operator and eventually invite public riders. The sequence gives the company time to adapt its maps and driving systems to local streets, signs, traffic patterns, and weather.
Why Toronto is a meaningful test
Toronto adds a new regulatory environment and a colder, snowier climate to Waymo’s expansion program. Snow can obscure lane markings and curbs, while slush, glare, and winter darkness change what cameras and other sensors encounter. A mapped route and safe performance in one city do not automatically prove a vehicle can handle every condition elsewhere; testing has to establish how the system behaves across local situations.
Waymo is also working with Toronto-based Element Fleet Management. The company says the partnership will support work in maintenance, validation driving, customer service, and operations, with hundreds of jobs anticipated as the effort grows. That estimate is the company’s expectation, not a count of positions already created.
What riders should expect
For now, there is no announced date for public trips or commercial service in Toronto. The immediate work is mapping and supervised testing. That distinction matters because a regulatory pilot, a safety-driver test, and an open robotaxi service are different milestones with different levels of access.
